Not that I disagree with SBV or HomeView but I would have to say Raleigh, NC.  Raleigh is home to RTP (research triangle park) one of the US fastest growing Tech and Industry growing areas.

This is due largely do the fact that some very large and professional schools are here.  DUKE, UNC, Wake Forest, NC State,... are all within 1hr of each other.  With so much valuable, creative, and youthful talent available, why wouldn't new startups start out here?

Raleigh, NC is still in the top 5 fastest growing cities in the US and that is largely due to RTP and the colleges that support the area.

California, however, will always give everybody a run for their money.
I also agree that Seattle is a really good city for new start-ups, as well as Chicago!  But these are my Biased opinions.

The only cities I ever hear mentioned heavily with the startup scene is San Francisco (Silicon Valley), Seattle and Boston.  Of course living in the Seattle area, it always feel like we are getting dissed by the Silicon Valley folks so we feel under rated :)

I think there are a lot of centers that are increasingly showing strong tech focus. In the US I have heard buzz about Seattle, Boston, NYC, Raleigh and others. Canada has some showing in Vancouver, Montreal and Toronto mainly (Calgary and Edmonton have small but enthusiastic communities). World wide, we're seeing more from Tel Aviv, London, Paris, and other major centers. Not to mention the rise of cities in both India and China.

As the cost of starting a business is now a fraction of what it was just a few years ago (thanks to the web), I expect that we will see pockets of innovation from all corners of the globe without a major new center. The Valley is "The place to be" (for most) and will likely retain that title for sometime as other cities all split the vote on a new center.  If we're lucky, large scale decentralization will help companies shake the notion that you have to be in the Valley to make a name for yourself and we can focus on what we do best not geography.

Austin, Texas seems to be a hot spot that's falling under a lot of people's radar.

Disclaimer: Spiceworks is an Austin-based company, but I swear, I've heard a buzz about the growth of entrepreneurship in this area as well! :)

I think many underestimate Columbus, OH.  I am not saying it is Silicon Valley, Boston, or Austin but.....  Here is some proof of my point:

1. http://tinyurl.com/yh6hjnm

2. http://tinyurl.com/yef6udq

3. www.techcolumbus.org

There are also many news articles about the climate here.  It is a good place to be!
